Level Based:

Bag has a negative weight of 50 + ( player level * 2 ).

So, for example, a level 100 bag weighs -250.

Holds an additional 20 per level. So, a level 200 bag holds 5000.

As you gain levels, the stats of the bag will increase with you. Buying a higher level bag from someone else serves no purpose as the bag will be set to your own level.
