Help Nofail

Many combat skills and spells, with the exception of abilities that are 
multi-cast regardless of class (balefire, for example), are flagged as
'nofail'. Unlike normal spells, where concentration can be lost or the 
skill can miss, nofail spells will always hit their target, but are 
only as effective as the percentage practiced in the skill/spell. 

Some objects have skill affects; this increases the effective skill by the
given percentage.  For a regular skill, this will only help up to 100%; in
the future, however, nofail abilities will be able to be raised above 100%
effectiveness via this method.  Objects with skill modifiers will show these
modifiers when identified as well as in 'affects'.

The 'showskill' command will indicate whether a skill or spell is nofail.
